STATEMENT OF CBN MANDATE
The mandate of the Central Bank of Nigeria (CBN) is derived from the Act that sets it up. The initial one was the 1958 Act of Parliament which was severally amended before it was jettisoned and replaced by the CENTRAL BANK OF NIGERIA Decree No. 24 of 1991 (as amended in 1993, 1997, 1998 and 1999). The decree, (now an Act of the National Assembly of the Federal Republic of Nigeria) makes provision for the continuance of the CBN with a Board of Directors consisting of the Governor, four deputy governors and five non- executive directors, and charges the Bank with the overall control and administration of the monetary and financial sector policies of the Federal Government, both within and outside Nigeria.

The statutory mandates of the CBN as in the Act are as follows:

*To issue legal tender currency

*To maintain external reserves

*To safeguard the international value of the legal tender currency

*To promote monetary stability and a sound financial system in Nigeria

*To act as banker and financial adviser to the Federal Government.

EXECUTIVE BOARD MEMBERS OF THE CENTRAL BANK OF NIGERIA
Executive Board Members:

(1)Professor Charles C. Soludo
Governor, Central Bank of Nigeria (CBN)

Professor Charles Soludo assumed duty on the 31st May 2004 as the Governor of the Central Bank of Nigeria (CBN). His mission is to serve, particularly in the realization of the vision and mission of the Bank.

A former Senior Lecturer in the Department of Economics at the University of Nigeria in Nsukka, Nigeria. Professor Soludo is an Elected Member of the Governing Council for the Nigerian Economic Society and, has been a visiting scholar at the International Monetary Fund, the University of Cambridge, The Brookings Institute, and the University of Oxford.

He assured the management team of his commitment and emphasized that his key words are in four alphabets -PIPP.

This stands for - Performance, Integrity, Passion and Patriotism.

Until his recent appointment, Professor Saludo was the Chief Economic Adviser to the President of the Federal Republic of Nigeria.

(2)DR. SHAMSUDDEEN USMAN,
Deputy Governor, Operations


Dr. Shamsuddeen Usman was born on 18th September, 1949 in Kano State, Nigeria.

He attended Government College, Keffi from 1963 to 1966, where he got his WASC with Division I. He obtained his Higher School Certificate (Cambridge) from King's College, Lagos in 1969 and proceeded to Ahmadu Bello University, Zaria where he obtained his Bachelor of Science Degree 2nd Class upper Division in Economics

Dr. Usman was at the London School of Economics and Political Science, University of London where he obtained M.Sc. Economics in 1977 and Ph.D in Economics in 1980.

Dr. Usman has worked in various institutions in the public and private sectors of the Nigerian Economy. His work experience ranged from a Planning Officer (1974 - 1976) at the Kano State Ministry of Economic Planning, Lecturer at Ahmadu Bello University, Zaria from 1976 - 1981. Controller at the Nigerian Industrial Development Bank from 1981 to 1985, General Manager NAL Merchant Bank 1985 - 1988 and Director-General of the Technical Committee on Privatisation and Commercialisation from January, 1989 to December, 1991.

Dr. Usman was Executive Director, International and Investments Sector, United Bank for Africa between 1992 and 1993 and Executive Director, Corporate and International Banking, Union Bank of Nigeria Plc. from April 1993 to October, 1994. In October 1994, Dr.Usman was appointed Managing Director/Chief Executive, NAL Merchant Bank Plc, from where he was appointed a Deputy Governor in charge of Domestic Monetary and Banking Policy in the Central Bank of Nigeria in June, 1999.

Dr. Usman is a Chairman and Board Member of a number of institutions. He is currently the Chairman of the Nigerian Export - Import Bank, Chairman of the Steering Committee of the Abuja Commodities Exchange (ACE) and a Board member of the African Export-Import Bank (AFRIEXIM) based in Cairo, Egypt, among others.

(3)MR. ERNEST CHUKWUDI EBI
Deputy Governor, Policy

Mr. Ernest Ebi was born on June 30, 1950 at Imo State Nigeria. He attended Howard University, Washington DC, where he graduated with a Bachelor of Business Administration Degree in Marketing in 1978. In 1979, he obtained a Master of Business Admin Degree from the same institution.

Mr. Ebi worked briefly with the National Association of Counties in Washington DC between 1976 and 1978 before joining the Community Federal Savings and Loans Association as Assistant Vice President/Controller in December, 1981. He relocated to Nigeria, and joined the services of the International Merchant Bank in Lagos. Between 1983 and 1993, he worked in the Development Finance, Treasury, Credit and Marketing, Loan Review and Audit Departments of the bank, and in 1993, he became the Chief Credit Officer (CCO). He was later appointed in the same year by the CBN/NDIC as the Executive Director, Corporate Banking at the Africa Continental Bank Plc., Lagos, a position he occupied until 1995, when he was again appointed by the CBN/NDIC as the Managing Director and Chief Executive of the New Nigeria Bank Plc., Lagos. He held that position until January, 1998 when he became the Deputy Managing Director and Chief Operating Officer of Diamond Bank Limited. In May, 1999, Mr. Ebi became the Deputy Governor, International at the Central Bank of Nigeria until the recent restructure of the Bank.

Mr. Ebi has participated in several Management Development courses locally and overseas in the areas of strategic planning, financial and management risk amongst others. He has attended executive seminars at Citibank, the Chase Institute and Harvard University.

(4)MR. Tunde Lemo
Deputy Governor, Financial Sector Surveillance


MR. TUNDE LEMO was born on 28th December, 1959. He attended the University of Nigeria, Nsukka where he obtained B.Sc. Accountancy with a First Class Honours in 1984.

Mr. Tunde Lemo qualified as a Chartered Accountant in 1986 and distinguished himself as a merit award holder. He became a fellow of the Institution in 1996.

Tunde started his career in Arthur Andersen where he worked as a staff Auditor and Consultant. He has had extensive working experience in Chartered Bank, Equitorial Trust Bank, Mannybank, and Peak Merchant Bank where he developed competencies in Credit, Treasury and Consumer Banking. He joined Wema Bank in 1995 as Deputy General Manager and rose to become the Managing Director/ Chief Executive officer in December 2000.

Mr. Tunde Lemo was appointed a Deputy Governor, Central Bank of Nigeria in January, 2004.

He has since assumed duty as the Deputy Governor, Financial Sector Surveillance

Mr. Tunde Lemo is happily married and blessed with children

(5)Mrs. W. D. A. Mshelia
Deputy Governor - Corporate Services / Board Member

Mrs. Wahir Danfulani. Ayuba Mshelia, the first female Chartered Accountant of Northern extraction was born on 4th August, 1950 in Lassa, Borno State. She attended Queen Elizabeth Secondary School, Ilorin where she sat for the West African School Certificate Examination and passed out with Division One in December, 1969. She proceeded to Kaduna Polytechnic and graduated with a Diploma in Accountancy in June, 1972.


She qualified as an Associate Member (ACCA) of the prestigious Institute of Chartered Certified Accountants of England and Wales, in 1978. She is a Fellow of the same Institute (FCCA).


Mrs. Wahir Danfulani.Ayuba Mshelia, a “Workaholic” as she is popularly known due to her energetic and untiring quest for work and excellence started her working carreer with the Borno Clay Product Company Limited in 1978 and rose to the position of Chief Accountant and Head of Accounts and Finance Department before she left in 1981. From 1981 to 1988, Mrs. Mshelia was Deputy Bursar of the University of Maiduguri, Borno State.

She was appointed Honourable Commissioner and member of the Borno State Executive Council from September, 1988 to June, 1990.


Thereafter, she joined the services of the Central Bank of Nigeria in December, 1990 as a Senior Bank Examiner. She was appointed Assistant Director in January, 1992 and rose to the position of Deputy Director in 1996. She was appointed Director, Internal Audit in 2000 and before her enviable appointment as the first female Deputy Governor in the Central bank of Nigeria by the Federal Government of Nigeria.

This diligent, in-corruptible and highly principled lady is a Member of the following organizations/bodies
• Society of Women Accountants of Nigeria (SWAN);
• Council Sub-Committee on Inter Governmental Relations of the Institute of Chartered Accountants of Nigeria (ICAN);
• Information System Audit and Control Association (ISACA);
• Women rights Advances and Protection Alternatives;
• Institute of Internal Auditors of England;
• Fellow of the Institute of Chartered Accountants of Nigeria (FCA) as well as that of England and Wales (FCCA).
• Nigerian Institute of Management (NIM);
• Deputy President General, Institute of Chartered Management Auditors of Nigeria (FICMA) amongst other positions.


A widely traveled lady, Mrs. Wahir Danfulani. Ayuba Mshelia is happily married to a renowned Professor of Mathematics at the University of Columbia, New York, United States of America.
